Hunan Leicha, as a provincial-level intangible cultural heritage, embodies thousands of years of folk wisdom and cultural memories. However, it is facing challenges such as a shortage of inheritors and commercial distortion. Therefore, based on the “Intangible Cultural Heritage Law” (hereinafter referred to as the “Heritage Law”) , a systematic protection mechanism needs to be established. This article proposes countermeasures from four dimensions: legislative improvement, administrative collaboration, judicial protection, and social participation, to explore new pathways for law-based cultural preservation.
