可持续发展视角下的和美乡村———以枣庄市为例

Harmonious and Beautiful Rural Areas from the Perspective of Sustainable Development: A Case Study of Zaozhuang City

摘要

“和美乡村”建设作为中国式乡村现代化的重要实践, 正在改写着乡村的发展范式, 是乡村在进入后工业化时期实现可持续发展的重要举措。然而, 由于社会经济发展的阶段不同以及生态环境之间的差异, 区域间的“和美乡村”建设也呈现出差别。对“和美乡村”建设的进展进行评估, 揭示在其过程中取得的成效以及可能存在的不足显得尤为重要。文章以枣庄为例, 从产业兴旺、生态宜居、乡风文明三个方面对枣庄的“和美乡村”建设进行了评估。评估结果显示, 枣庄市“和美乡村”建设取得了显著的成效; 其中, 枣庄市的“和美乡村”综合指数从2016年的101. 85增长到2022年的119. 53, 相应地, 乡村产业兴旺指数从2016年的102. 97增长到2022年的131. 87, 增加28. 9个百分点, 乡村生态宜居指数从2016年的100. 77增长到2022年的106. 07, 乡村乡风文明指数从2016年的102. 13增长到2022年的124. 64, 增加22. 51个百分点, 可以看出, 枣庄市乡村发展依然以经济增长为驱动力。对于枣庄市来说, 深度挖掘乡村经济中生态、文化等要素的经济价值, 支撑起乡村的经济发展, 是枣庄市乡村实现可持续发展的根本途径。

Abstract

The “harmonious and beautiful rural areas” initiative, as a critical practice of Chinese-style. rural modernization, is reshaping rural development paradigms and serving as a vital strategy for achieving sustainable development in the post-industrial era. However, due to differences in socio-economic stages and ecological environments, the construction of “harmonious and beautiful rural areas” between regions also presents differences. Evaluating the progress of the “harmonious and beautiful rural areas” initiative, and identifying its achievements and potential shortcomings, is essential. This article takes Zaozhuang City as a case study, to evaluate the construction of “harmonious and beautiful rural areas” in three dimensions: industrial prosperity, ecological livability, and rural civilization. The assessment results reveal significant progress in Zaozhuang􀆳s “harmonious and beautiful rural areas” initiative. Specifically, the city’s “harmonious and beautiful rural areas” comprehensive index for rural development increased from 101. 85 in 2016 to 119. 53 in 2022, while the index for industrial prosperity rose from 102. 97 to 131. 87 (a 28. 9 percentage point increase) , the ecological livability index grew from 100. 77 to 106. 07, and the rural civilization index advanced from 102. 13 to 124. 64 (a 22. 51 percentage point increase) . These data indicate that Zaozhuang’s rural development remains primarily driven by economic growth. For Zaozhuang City, deeply exploring the economic value of ecological, cultural and other elements in rural economy, supporting the economic development of rural areas, is the fundamental way for Zaozhuang City to achieve sustainable development in rural areas.
