四川省农业绿色发展效率与粮食安全水平的耦合协调性研究

A Study on the Coupling Coordination Between Agricultural Green Development Efficiency and Food Security Levels in Sichuan Province

推进农业绿色发展, 加速农业现代化进程是保障粮食安全的必然要求。本文基于2012年至2022年四川省市 (州) 级面板数据, 考察四川省农业绿色发展效率与粮食安全水平以及两者之间耦合协调关系。研究结果表明: 一是农业绿色发展效率呈环状, 由成都市为中心依次向外增加; 二是粮食安全水平除成都市外, 其余城市粮食安全水平均呈现上升趋势; 三是二者耦合协调度与粮食安全指数波动水平大致保持一致, 且耦合协调度呈现逐年上升, 但增速却呈现放缓趋势。提升四川农业绿色发展效率和粮食安全水平需要积极落实“藏粮于地”原则, 注重对耕地的保护; 积极落实“藏粮于技”原则, 注重依靠科技创新、技术应用等方式增强农业技术对农业绿色发展的支撑力度, 巩固粮食安全生产根基; 需要建立新的激励机制, 调动农民种粮积极性, 切实解决“谁来种粮”问题; 充分发挥“有效政府”作用, 加强政府在农业绿色发展过程中的有效监管。

Promoting green development in agriculture and accelerating the process of agricultural modernization are essential for ensuring long-term food security. This paper, based on panel data from cities and prefectures in Sichuan Province from 2012 to 2022, examines the efficiency of green agricultural development, the level of food security in Sichuan Province, and the coupling coordination relationship between the two. The research results indicate: first, the efficiency of green agricultural development exhibits a ring-like pattern, increasing progressively outward with Chengdu at its center. Second, except for Chengdu, the food security index in other cities shows an upward trend. Third, the coupling coordination degree between them is roughly consistent with the fluctuation level of food security index, and the coupling coordination degree is increasing year by year, but the growth rate is slowing down. To improve the efficiency of agricultural development and the level of food security in Sichuan, it is necessary to actively implement the principle of “storing grain in land, ” emphasizing the protection of arable land; to actively implement the principle of “storing grain in technology, ” focusing on enhancing the support for green agricultural development through scientific and technological innovation and application, thereby consolidating the foundation of safe grain production; there is a need to establish new incentive mechanisms to motivate farmers' enthusiasm for grain cultivation, effectively addressing the issue of “who will grow the grain”; and to fully leverage the role of an “effective government” by strengthening governmental effective supervision during the process of green agricultural development.
