国务院于2021年8月23日公开发布的《关于印发“十四五”就业促进规划的通知》强调了促进高质量就业的重要意义, 而要想促进高质量充分就业, 首先应当保障高质量求职者来源。硕士研究生作为社会公认的高学历高素质人才, 是刺激就业市场繁荣的有生力量, 正确评价其培养质量对于实现高质量就业具有重要意义。本研究综合理论与实际, 运用层次分析法, 依据实践需求、综合过往研究构建递阶层次矩阵, 通过专家打分确定指标权重, 形成了一套区分学硕和专硕、完整带权重的研究生培养质量评价指标体系。并将这一指标体现应用于实际, 以C高校公共管理学院为例对其研究生毕业生培养质量进行评估, 发现C高校公共管理学院学硕型研究生的培养质量整体较为良好, 但学术会议参与较低, 专硕型研究生的整体培养质量相对较低。根据评估结果, 就C高校公共管理学院研究生培养的改进和发展提出了提高职业发展培养质量、提升学术培养质量、加强项目参与情况和改善获奖情况与按时顺利毕业率等建议。
The Notice on Issuing the 14th Five Year Plan for Employment Promotion, publicly released by the State Council on August 23, 2021, emphasizes the importance of promoting high-quality employment. To promote high-quality and full employment, the first step is to ensure the source of high-quality job seekers. As highly educated and qualified talents recognized by society, master' s students are a vital force in stimulating the prosperity of the job market. Accurately evaluating their training quality is of great significance for achieving high-quality employment. This study integrates theory and practice, and uses the Analytic Hierarchy Process, constructs a hierarchical matrix based on practical needs and past research, determines indicator weights through expert scoring, and forms a complete weighted evaluation index system for graduate education quality that distinguishes between academic and professional master' s degrees. And applying this indicator to practice, taking the School of Public Administration at C University as an example to evaluate the quality of graduate training, it was found that the overall quality of graduate training for the School of Public Administration at C University is relatively good, but the participation in academic conferences is low, and the overall quality of graduate training for professional master' s students is relatively low. Based on the evaluation results, suggestions have been put forward for the improvement and development of graduate education in the School of Public Administration at C University, including improving the quality of career development training, enhancing the quality of academic training, strengthening project participation, and improving awards and timely graduation rates.
