本文旨在探讨县域城乡融合发展背景下农业新质生产力的推进策略。本文以“新质态”为理论切入点, 深入探讨并定义了农业新质生产力的概念。进一步地, 构建了一个由数字生产力、科技生产力、绿色生产力及蓝色生产力四大部分组成的指标体系, 旨在全面评估农业新质生产力的构成及其在不同地域间的差异。最后, 基于县域城乡融合的发展视角, 提出了针对性的策略以促进农业新质生产力的提升。研究发现, 农业新质生产力发展水平综合指数和子系统指数整体呈上升趋势, 综合指数仍处于较低水平; 农业新质生产力发展水平存在明显的地区差异, 但差异程度较低, 主要来源于地区间差异; 农业新质生产力发展水平全域及各地区内差距趋于缩小; 全国各省份的农业新质生产力指数随时间的推移不断提高, 表明时间带来的科学技术的进步对乡村农业新质生产力有极大的作用。基于评估结论, 本文建议采取一系列策略以促进农业新质生产力的发展, 包括但不限于推进农业生产的绿色转型、强化农业科技的创新与应用、加速农业的数字化进程、探索海洋资源的蓝色生产力以及深化农业体制与机制的改革。这些策略旨在根据不同地区的经济发展阶段与时间演变特征, 制定具有地域特色的农业新质生产力发展战略, 并针对各区域实施差异化的政策力度, 以有效提升农业新质生产力的整体水平。
This paper aims to explore the promotion strategies for agricultural new-quality productivity in the context of county-level urban-rural integrated development. From the perspective of “new quality and state, ” the paper elucidates the connotation of agricultural new-quality productivity and constructs an index system for agricultural new-quality productivity, along with a comparison of regional differences, from four dimensions: digital productivity, technological productivity, green productivity, and blue productivity. It proposes strategic options for enhancing agricultural new-quality productivity within the scope of county-level urban-rural integration. The study finds that the comprehensive index and subsystem indices of agricultural new-quality productivity development levels show an overall upward trend, with the comprehensive index still at a relatively low level. There are obvious regional differences in the development level of agricultural new-quality productivity, but the degree of difference is low and mainly stems from inter-regional variations. The disparities in the development level of agricultural new-quality productivity across the country and within regions tend to narrow. The agricultural new-quality productivity indices of all provinces in China have been continuously increasing over time, indicating that technological advancements over time have a significant impact on rural agricultural new-quality productivity. Based on the evaluation results, the paper proposes strategies to promote the green transformation of agricultural production methods, strengthen agricultural scientific and technological innovation and the conversion of research achievements, accelerate the digital transformation of agriculture, develop blue productivity, and deepen institutional reforms. These strategies are tailored to promote the development of agricultural new-quality productivity according to local conditions. Based on the classification by development level and temporal evolution trends, regions should follow paths with their unique characteristics for agricultural new-quality productivity and be provided with differentiated policy intensities to promote the enhancement of agricultural new-quality productivity.
