复旦大学兰小欢教授新著《置身事内》是了解中国经济发展的一个有价值的窗口, 它强调要读懂中国经济, 必需首先读懂中国政府的作用。作为对该著作的简单评论, 本文认为, 我国的各级政府之所以有动力维护汲取与发展之间的平衡, 恰恰是因为它们“置身事内”的缘故。同时, 通过对比亚当· 斯密的自然自由体系, 行政当局在不同的社会发展阶段也应该承担起不同的角色。 

Involved in economic development, a new book by Prof. Lan Xiaohuan of Fudan University emphasizing spelling over the Chinese government prior to understanding the Chinese economy, is a valuable window to learn about the economic development in China. As a brief commentary to the book, this paper deems that the reason why the governments of our country at all levels have an incentive to maintain the balance between absorption and development is exactly because of their“deep involvement”, and with the reference of Adam Smith' s Natural Liberty System, that the administrative authorities should also take on different roles in different phases of social development.
