在新一轮全球科技革命与产业变革加速推进的背景下, 智能制造作为推动工业高质量发展的关键动力, 对绵阳市新兴产业集群的发展提出了新的要求与机遇。本研究聚焦绵阳市, 通过分析其电子信息、新材料等主要新兴产业集群的发展现状, 探讨了政策驱动、科技创新、产业升级及产业链协作等因素在其创新驱动机制中的角色与作用。研究表明, 绵阳市政府通过出台前瞻性政策、加大科技创新投入、优化产业结构布局以及促进大中小企业协同创新等措施, 在推动本地新兴产业集群向智能化、绿色化和服务化转型升级方面取得了显著成效。然而, 仍面临政策落实不到位、创新资源配置不均及产业链协同度不足等问题。针对这些问题, 建议进一步完善政策执行监 督机制、优化创新资源配置, 并提升产业链协同水平, 以实现绵阳市新兴产业集群的持续健康发展与区域经济的高质量增长。这一研究为其他地区提供了可借鉴的经验与启示。

In the context of a rapidly advancing global technological revolution and industrial transformation, intelligent manufacturing has become a key driving force for promoting high-quality industrial development. The trend presents both new requirements and significant opportunities for the development of emerging industrial clusters in Mianyang City. Focusing on Mianyang, this study analyzes the current development status of its major emerging industrial clusters, including electronic information and new materials. It explores the roles and impacts of policy initiatives, technological innovation, industrial upgrading, and industrial chain collaboration within the city’s innovation-driven mechanism. The findings indicates that the Mianyang municipal government has made notable progress in facilitating the transformation of local emerging industrial clusters toward greater intelligence, environmental sustainability, and servitization. This progress has been achieved through forward-looking policy formulation, increased investment in technological innovation, optimizing industrial layout, and the promotion of collaborative innovation among enterprises of various sizes. However, the city still faces challenges such as inadequate policy implementation, uneven distribution of innovation resources, and limited synergy across the industrial chain. To address these issues, the study recommends enhancing policy implementation and supervision mechanism, optimize the allocation of innovation resources, and strengthening industrial chain collaboration. These efforts are essential for ensuring the sustainable and healthy development of Mianyang’s emerging industrial clusters and promoting high-quality regional economic growth. This insights and experiences from the research may offer valuable references for other regions pursuing similar development paths.
