后疫情时代中国与东南亚国家跨境高等教育合作研究

Research on Cross-border Higher Education Cooperation between China and Southeast Asian Countries in the Post-Epidemic Era

后疫情时代, 中国与东南亚跨境高等教育作为教育国际化重要部分发展迅速, 政策支持推动集群发展、职教协同、科教融合及人才培养, 助力“一带一路”; 但也面临集群辐射有限、国际环境冲击、在线教学挑战及经济复苏困难等问题。同时, 《区域全面经济伙伴关系协定》、“东升西降”趋势、科技革命、数字化接受度提升及高等教育变革带来新机遇。建议通过发展混合课程及数字化转型、扩大集群规模并强化质量保障、重构开放合作路径、加强政治互信与区域经济协同、构建合作理念体系等路径深化合作。

In the post-pandemic era, cross-border higher education between China and Southeast Asia, as a crucial aspect of internationalization in education, has seen rapid development. Policy support has accelerated cluster-based development, vocational-academic collaboration, integration of scientific research and education, and talent cultivation, thereby facilitating the Belt and Road Initiative. Nevertheless, challenges persist, including limited cluster influence, volatility in the international environment, obstacles in online teaching, and sluggish economic recovery. Concurrently, new opportunities are emerging through the Regional Comprehensive Economic Partnership (RCEP) , the “East Ascending, West Descending” trend, advancements in technological revolution, growing acceptance of digitalization, and ongoing transformation within higher education. It is recommended to deepen cooperation through such pathways as developing hybrid courses and promoting digital transformation, expanding cluster scale while strengthening quality assurance, reconstructing open collaboration pathways, enhancing political mutual trust and regional economic synergy, and constructing a conceptual system for win-win cooperation.
