In the context of the new era, fostering the deep integration of Party building and labor education within university logistics constitutes an inherent requirement for constructing a comprehensive, all-staff educational community. In practice, however, the two frequently fall into the predicament of being “two separate layers” (liang zhang pi) , failing to generate a genuine synergistic educational force. This study, through in-depth investigation, finds that the crux of this integration dilemma stems not from deviations in individual procedures, but from the absence of a systematic top-level design. This deficiency leads to a disconnection between the value-oriented guidance provided by Party building and the practical feedback derived from labor education. To fundamentally resolve this systemic impasse, this research innovatively combines Synergetics and Policy Implementation Network Theory to construct an analytical framework termed the “Synergistic Community Implementation Network (S-CIN) . ” This framework provides a novel analytical tool and practical reference for the deep integration of grassroots Party building and core operational work in universities. Ultimately, it aims to facilitate the transformation of the logistics system from a mere service provider into a practice-oriented educational platform. that is deeply engaged in the nurturing process and unequivocally guided by Party building.
